Jolteon, The Lightning Pokémon.
If agitated, it uses electricity to straighten out its fur and launch it in small bunches. It controls 10,000-volt power and can raise all the fur on its body as if it were sharp needles. It concentrates the weak electric charges emitted by its cells and launches wicked lightning bolts. Every hair on its body starts to stand sharply on end if it becomes charged with electricity.Overview
Jolteon is another good Eeveelution, although pretty outclassed by the new Thundurus. Base 130 Speed and 110 Special Attack makes Jolteon a candidate for the most offensive of all the Eeveelutions, but that's debatable. Again, Jolteon hasn't changed much. It has some new moves like Volt Switch, and has enough of a movepool to make a set out of, but otherwise it's your standard Electric Pokémon. Not too much to say about Jolteon really... it has a cool design? All of the Eevees look pretty cool though, I guess. Yeah, Jolteon is just your cookie cutter strong, fast Electric Pokémon. Nothing special, but far from bad.
Abilities
Volt Absorb: Electric attacks that hit you give you 25% HP back. Great ability, as you get free switych ins, and an immunity to Thunder Wave.
Quick Feet: Jolteon's Dream World ability is far from impressive. It already has amazing Speed, and status isn't something you want touching Jolteon.

Timid Nature (+Spd, -Atk)
Standard Jolteon set. Thunderbolt hits hard, it's reliable, it can paralyse, it's amazing. Shadow Ball is there... basically as filler. It's a good move, but Jolteon's movepool is pretty shoddy, so it's a main move. Same with Signal Beam. The Hidden Power you pick depends on what you want to beat. [Grass] beats Grounds, [Ice] beats Gliscor and Dragons (and I guess Zapdos), [Fire] ruins Ferrothorn, who will be your main counter. Volt Switch is a new move that is basically a special Electric U-turn, which is amazing.
Life Orb is an alternative to Choice Specs if you want to be able to switch up your moves rather than rely on prediction.

Jolteon makes a superb passer thanks to its amazing base Speed, meaning it can boost and pass as soon as possible. Substitute blocks status and you can boost safely behind it. You can also pass the Substitute to allow the recipient some free damage or free boosting time. Agility is +2 Speed, which for a Pokémon that hits really hard but lacks Speed like... Heatran or something, is really handy. Wish keeps you and the recipient healthy. Thunderbolt is your main STAB attack that hits hard and is the king of reliability. However, Charge Beam can assist you in powering up your Baton Pass reciever.
Petaya Berry gives you +1 Special Attack once you reach 25% health, which is perfect with Substitute. However, Leftovers means you have more survivability, and that you can set up and pass again if you need to.
EVs & Natures
IT'S LIKE A LITTLE YELLOW HEDGEHOG
Jolteon is primarily an offensive Pokémon, with base stats that fit it into this role ideally. Base 130 Speed and base 110 Special Attack are Jolteon's defining stats, with the others being much more... eh. However, because of Jolteon's amazing Speed, on the Baton Pass set you can drop the Speed down to increase Jolteon's bulk.
Other Options
Charm, Discharge, Fake Tears, Light Screen, Magnet Rise, Thunder, Thunder Wave
Charm cripples a physical user and forces a switch, but Jolteon's Defence is very low, so don't expect to survive a -2 Earthquake or something.
Discharge has a good chance to paralyse and is fairly strong.
Fake Tears is a cool option for Jolteon, considering how hard you hit.
Light Screen can be used... if you want... I guess. Shame Jolteon didn't get Reflect.
Magnet Rise makes you immune to Ground moves for 3 turns, which is pretty swish.
Thunder hits crazy hard, but only has 70% accuracy. If you use it, make sure it's on a rain team.
Thunder Wave is pretty much guaranteed paralysis on anything non-Electric immune.
Double & Triple Battle Options
Magnet Rise and Discharge are both cool options for doubles and triples, as is Volt Switch. You can play around with some tactics with those three moves. Fake Tears to I guess. Being immune to Discharge is nice, but that's about all Jolteon has. The rest of what it can do is what it does in singles.
Partners
You need Ferrothorn out of there. Heatran doubles up on Ground in terms of weaknesses, but it gets the job done. As you're a special sweeper, you have to be careful of Blissey and Chansey, so running a Fighting Pokémon like... Conkeldurr, Breloom, Infernape, Hitmontop, Hitmonchan, whoever. A huge Jolteon counter is Tyranitar, so a Fighting Pokémon helps there too. Then there's Grounds that can wall you, so a bulky Water fits in well with beating them. Suicune, Jellicent, Vaporeon, Gyarados... they also draw in Electric attacks for you to absorb. Baton Pass recipients that work well as Ground immune Pokémon, so Air Balloon Heatran, Thundurus, you want Pokémon that can really abuse the +2 Speed and/or Substitute.
Countering Jolteon
Chansey and Blissey are ideal special blockades to your Electric sweep. They can take anything you have, heal the damage off, and Seismic Toss you to death. Registeel also does this job well, and deals good damage to you via Earthquake. Ferrothorn is another key counter, but any bulky Grass Pokémon works. They resist your STAB attack and you can't hit them very hard with anything, whilst they Leech Seed you or smack you around with Power Whip and Giga Drain. Bulky Grounds such as Hippowdon, Gliscor, Excadrill, Steelix, Donphan, Swampert, Gastrodon, Quagsire, Mamoswine, Flygon, Landorus... they all wall you unless you have the right Hidden Power. [Ice] for Gliscor, Flygon and Landorus (and Hippo and Donphan), [Grass] for Swampert, Gastrodon, Mamowsine and Quagsire (and Hippo and Donphan)... Excadrill and Steelix will be wanting a Hidden Power [Fire]. Dugtrio is also a very dangerous Pokémon, as if you run the Specs set, it can switch in and Hone Claws until it feels like killing you. With a measly 156 Defence, priority attacks SMACK Jolteon around. Mach Punch, Ice Shard, Sucker Punch, Aqua Jet, whatever it is, it'll hurt. Honestly. Jolteon is a cool Pokémon and I wish it didn't suffer from Electric Pokémon syndrome of having a dire movepool. It can be effective, especially in the lower tiers, but with Thundurus existing now, Jolteon has some major competition in terms of OU Electric Pokémon. Give it a try though, I still like it.
